• Sets Hawaii jet fuel baseline carbon intensity at 89 grams of carbon dioxide equivalent per megajoule, aligned with International Civil Aviation Organization benchmarks, with authority to revise based on Department of Energy modeling recommendations

• Appropriates funds from general revenues for fiscal year 2020-2021 to the Hawaii Technology Development Corporation for program administration; ongoing funding to come from environmental response, energy, and food security tax revenues
