Establishes a Hawaii community correctional center task force within the department of public safety to study and recommend a site for a new jail to replace the facility's primary location on three acres in downtown Hilo, Hawaii.

Task force shall evaluate potential new sites considering land acquisition and development costs, infrastructure adequacy, community impacts, and proximity to courts and police.

Task force shall examine alternative governmental uses for the existing downtown Hilo facility, including improvement costs and community impacts.

Task force composition includes the director of public safety, Hawaii county chief of police, facility warden, Hawaii county mayor, planning director, and other representatives designated by the public safety director.

Director of public safety must submit the task force's findings and recommendations to the legislature no later than twenty days before the 2021 regular session; task force dissolves June 30, 2021.
