Requires the State Auditor to conduct a financial and performance audit of the Department of Hawaiian Home Lands (DHHL).

Audit must review DHHL's funding sources including county, state, federal, private, or other outside funding sources and partnerships.

Audit must examine use of funds from the Native American Housing Assistance and Self Determination Act of 1996, offices (including neighbor island offices), staff travel, personnel and salaries, and technological needs.

Auditor must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the convening of the regular session of 2020.

Act takes effect upon approval.
