Prohibits the governor from engaging in any employment or activity that results in receiving an emolument, beginning 61 calendar days after election or appointment to office.

Prohibits each county mayor from engaging in any employment or activity that results in receiving an emolument, beginning 61 calendar days after election or appointment to office.

Defines "emolument" as any salary, fee, payment, wage, earning, allowance, stipend, honorarium, or reward from employment or providing a service, excluding governmental salary and benefits, pension income, retirement income, social security payments, passive income, stock/mutual fund/real estate ownership, and rental income.

Assigns enforcement authority to the Hawaii state ethics commission for the governor and to respective county ethics commissions or boards for county mayors.

Takes effect on July 1, 2020.
