• Creates a 12-member authority board including state agency directors, county officials, a cultural specialist, and two Maui residents appointed by legislative leaders, with six voting members required for quorum.

• Authorizes the Hawaii Community Development Authority to borrow money, accept grants from the federal government, procure insurance or guarantees, and execute contracts for development projects.

• Prohibits county ordinances or rules from requiring developers of projects with more than five residential units to obtain state agency approval unless expressly required by state law, with conflicting ordinances rendered void.
