Amends Hawaii Revised Statutes Section 46-4 to allow counties with populations less than 100,000 to amortize or phase out nonconforming single-family transient vacation rental units over a reasonable period of time through zoning ordinances.

Permits amortization of nonconforming vacation rental units in any zoning classification, whereas previously such amortization was limited to commercial, industrial, resort, and apartment zones only.

Clarifies that amortization provisions do not apply to existing single-family residential or agricultural uses, except for nonconforming transient vacation rental units covered by this legislation.

Makes minor grammatical corrections to the statute by changing "such" to "a" and "which" to "that" in the zoning ordinance language.

Takes effect upon approval.
