Repeals the state building code council established by Act 82, Session Laws of Hawaii 2007, effective July 1, 2025.

Removes the council's authority to adopt and amend building codes; instead allows Hawaii state building codes to be defined as codes and standards contained in statute.

Grants counties direct authority to amend, adopt, and update Hawaii state building codes within their jurisdictions without council approval, with a two-year adoption deadline.

Eliminates funding for council operations, staff, and the executive director and executive assistant positions.

Removes the council's duties including recommending state amendments, adopting energy conservation codes, and submitting annual reports to the governor.
