• Amends Section 201-12.8 to permit expenditure of energy security special fund moneys to create jobs that advance clean energy generation, reduce carbon emissions, expand sustainable agriculture, and support the clean energy transition, with priority given to self-sufficiency standard jobs.

• Appropriates general revenue funds for fiscal year 2020-2021 to the Department of Business, Economic Development, and Tourism to develop a plan for increasing clean energy jobs.

• Establishes legislative findings regarding climate change threats to Hawaii, including 34% of coastlines vulnerable to sea level rise and projected $1.9 billion in economic losses from coastal flooding over 30-70 years.

• Effective date is July 1, 2050.
