Establishes a task force within the Department of Business, Economic Development, and Tourism to evaluate the economic impact of the military's presence in Hawaii, chaired by the Director of Budget and Finance.

Task force comprises 10 voting members including state agency directors (Education, DBEDT, Board of Land and Natural Resources, Housing Finance and Development Corporation, Office of Hawaiian Affairs) and representatives from the U.S. armed forces, Native Hawaiian rights organizations, interfaith organizations, and low-income advocacy groups.

Task force shall evaluate military impact on public education funding and federal impact aid reimbursements, housing supply and costs near military installations, land use and environmental costs for monitoring and restoring military-leased lands, and consumer spending by military personnel and families.

Task force shall submit findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the start of the 2021 regular session.

Task force members serve without compensation but receive reimbursement for necessary expenses; task force ceases to exist on December 31, 2020.
