Prohibits legislators from assisting or representing private persons or businesses before any state agency, whether with or without compensation, excluding the courts.

Amends section 84-14 of the Hawaii Revised Statutes to expand the existing ethics prohibition that previously applied only to legislative matters.

Establishes that legislators cannot act in a representative capacity on any matter pending before a state agency, addressing the appearance of impropriety when legislators use their position to gain favorable treatment for private clients.

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the effective date.
