Appropriates $300,000 from general revenues to the Department of Agriculture for fiscal year 2020-2021 for planning and design of a professional guide dog training facility.

Facility location is on an undeveloped portion of the State's animal quarantine facility in Halawa valley on the island of Oahu.

Training facility will serve guide dogs and other professionally trained service dogs for Hawaii's blind and visually impaired residents.

Aims to reduce dependence on importing trained service dogs from other locations like Australia and increase employment and independence for blind and visually impaired individuals.

Effective July 1, 2020.
