• Establishes a public employees' compensation appeals board within the department of accounting and general services to hear appeals on class repricing, composed of representatives from jurisdictions, bargaining units, and employee organizations.

• Allows affected persons to file appeals requesting class repricing within 30 days of ratification of collective bargaining agreements or arbitration decisions; permits appeals after three years of no repricing for a class.

• Requires the appeals board to conduct hearings within one year of petition filing and make written decisions with findings; decisions in favor of appellants granting higher compensation are retroactive to the petition filing date.

• Precludes subsequent appeals for two years if the board determines a class should not be repriced; if repricing is approved, the board adjusts the compensation plan and each director submits the plan to the legislature through the governor for approval.

• Appropriates funds from general revenues for fiscal year 2020-2021 to establish the board; takes effect January 1, 2050.
