Amends Section 604-5, Hawaii Revised Statutes to increase the jurisdictional threshold for district courts in civil actions from $40,000 to $100,000.

District courts retain exclusive jurisdiction when the amount in controversy does not exceed $10,000.

District courts maintain original jurisdiction over specific performance cases when fair market value does not exceed $20,000 and over injunctive relief in residential landlord-tenant cases.

Attorney's fees, commissions, interest, and costs are excluded from calculating the jurisdictional amount.

Effective date is July 1, 2020.
