HB 1975 Summary

• Counties with populations greater than 500,000 receiving EMS funding under HRS 321-228 must adopt National Highway Transportation Safety Administration recommendations for their emergency medical services systems.

• Affected counties must submit a report to the legislature at least 20 days before the 2021 regular session detailing steps taken to improve efficiency and revenue recovery for emergency medical services.

• Each county must conduct an evaluation of its EMS system's finances and operations, including consultation with other counties, examining community medicine, public-private partnerships, and alternatives to EMS transportation for nonemergency instances.

• All counties must submit evaluation findings, recommendations, and any proposed legislation to the legislature and Department of Health at least 20 days before the 2021 regular session.

• The Act takes effect on July 1, 2050.
