Amends Section 571-11 of Hawaii Revised Statutes to add family court jurisdiction over custody and guardianship proceedings for immigrant children under age 21 seeking Special Immigrant Juvenile Status determinations.

Establishes that family court can make factual findings regarding whether a child was abused, neglected, or abandoned before age 18 pursuant to federal Immigration and Nationality Act section 101(a)(27)(J).

Defines "child" for purposes of Special Immigrant Juvenile Status proceedings as an unmarried individual under 21 years of age, extending jurisdiction beyond the standard child age limits.

Allows the State to assist individuals in claiming Special Immigrant Juvenile Status protections available under federal law through clarification of state court authority.

Takes effect upon approval.
