HB 1986 Summary

• Establishes a trauma-informed approach task force within the Department of Education, chaired by the superintendent of education, with members including the directors of human services, early learning, business/economic development/tourism, the governor, legislative leaders, chief justice, and Hawaii state teachers association president.

• Requires the task force to develop a trauma-informed approach plan for the Department of Education including designation of school coordinators, coordination of services between schools and community organizations, research-based approaches, and professional development for school staff.

• Defines "trauma" as events or circumstances experienced as physically or emotionally harmful with lasting adverse effects on cognitive and physical, social, emotional, mental, or spiritual well-being.

• Task force shall submit its plan, findings, and recommendations to the legislature no later than twenty days before the 2021 regular session and shall cease to exist on July 1, 2021.

• Appropriates unspecified general revenues for fiscal year 2020-2021 to cover task force expenses, with the act taking effect on December 31, 2059.
