HB 1995 Summary

• Department of Health shall convene a working group to study and examine the effects of prohibiting smoking and using tobacco products at substance abuse treatment facilities.

• Working group must include the executive director of the Hawaii Public Housing Authority and executive director of Habilitat, or their designees.

• Working group shall examine treatment for tobacco dependence, whether smoking bans support or undermine treating substance abuse, necessary services and supports for transition to smoke-free environment, and barriers residents may face in quitting smoking.

• Department of Health must submit the working group's report with findings, recommendations, and proposed legislation to the legislature no later than twenty days prior to the 2021 regular session.

• Act takes effect on December 31, 2059.
