Prohibits using tow or log chains for tethering if the chain's size or weight inhibits the dog's free movement.

Prohibits tethering or restraining dogs with choke collars, pinch collars, or prong collars except during supervised activities.

Prohibits trolleys, pulleys, cables, or running lines connecting dogs to two stationary objects in configurations that endanger the dog or prevent access to sustenance; upgrades cruelty to animals in the second degree to a class C felony if the offense involves ten or more pet animals.
