Establishes a governor's coordinator on Native Hawaiian advancement position to be nominated by the governor and appointed with senate advice and consent, serving until the end of the governor's term.

Coordinator shall serve as principal officer responsible for Native Hawaiian advancement programs, policies, and activities, and coordinate with each county mayor to ensure statewide coordination and minimize duplication of efforts.

Requires coordinator to formulate a unified ten-year statewide plan addressing Native Hawaiian advancement, recommend policy and statutory changes, and assemble fiscal and demographic information to support policy development.

Coordinator must submit annual reports to the legislature and county mayors at least twenty days before each regular legislative session on activity progress and ten-year plan development.

Appropriates funds from general revenues for fiscal year 2020-2021 to establish the coordinator position as a full-time equivalent and cover related staff and operational expenses; Act takes effect July 1, 2020.
