Amends Section 103-8.5, Hawaii Revised Statutes, to require that a minimum percentage of works of art acquired through the works of art special fund each fiscal year depict native Hawaiian subject matter.

Specifies that the percentage requirement applies to the acquisition costs related to the art in public places and relocatable works of art programs.

Maintains existing authorized uses of the works of art special fund for site modifications, display, interpretive work, maintenance, repair, restoration, storage, and transportation of art.

Takes effect upon approval.
