HI HB2020

Requires the state procurement office to implement and administer a past performance database that tracks Hawaii state contractors' project history, including project dates, budgets, timelines, and cost variances.

Mandates that contractors' past performance on state contracts be considered as an evaluation criterion in bid selection for competitive procurements, including notices of deficiencies and failure to complete contracts.

Adds "past performance" as a defined term in procurement law and modifies "responsible bidder or offeror" definition to require consideration of contractor integrity and reliability standards adopted by the policy board.

Requires the state procurement office to adopt rules establishing database information requirements, procedures to inform contractors of their performance records, and procedures for contractors to contest inaccurate information.

Appropriates funds for fiscal year 2020-2021 to design and implement the past performance database; effective January 1, 2050.
