Establishes an ocean coral restoration pilot project under the Department of Land and Natural Resources to plan and design an expansion of the Hawaii Coral Restoration Nursery, including improvements to the sea urchin hatchery.

Requires the Department of Land and Natural Resources to submit a report to the legislature no later than twenty days prior to the 2021 regular session, detailing the pilot project outcomes, expansion plans and design, anticipated costs, and any proposed legislation.

Appropriates general revenues from the State of Hawaii for fiscal year 2020-2021 to plan and design the coral restoration nursery expansion (specific dollar amount not filled in).

Takes effect on July 1, 2050.
