Establishes the Hawaii state lesbian, gay, bisexual, transgender, queer, plus commission as a permanent body within the department of human services to address the needs and equity of LGBTQ+ individuals in state government.

Commission composition includes six ex officio nonvoting members (superintendent of education, University of Hawaii president, directors of labor, human resources development, human services, and health) plus seven voting members appointed by the governor (one each from Hawaii, Kauai, and Maui counties; four from Honolulu).

Commission powers include serving as a clearinghouse for LGBTQ+ community information, creating public awareness, recommending legislative action, promoting cultural expressions, maintaining federal and state agency contacts, and submitting annual reports with recommendations to the governor and legislature.

Authorizes mayors of each county to appoint county committees on LGBTQ+ affairs to develop local information and submit plans affecting the LGBTQ+ community status within their respective counties.

Appropriates unspecified general revenue funds for fiscal year 2020-2021 to establish and operate the commission; effective date is December 31, 2059.
