Expands the $5 transaction fee for recordings in the bureau of conveyances and land court to apply to all services rendered under Hawaii Revised Statutes chapters 501 and 502, rather than just deregistration services.

Broadens permitted uses of collected transaction fees to include software purchases, project management and implementation, staffing, workflow improvements, and services related to management, archiving, preservation, and accessibility of records.

Clarifies that collected transaction fee funds shall not lapse to the state general fund and remain in the bureau of conveyances special fund.

Requires the $5 transaction fee to be automatically repealed on the earlier of: (1) the effective date of administrative rules adopted by the Department of Land and Natural Resources establishing a transaction fee, or (2) July 1, 2023.

Effective date: July 1, 2050.
