Requires the Department of the Attorney General and Department of Human Services to jointly convene a study group to examine child support pass-through payments to Temporary Assistance for Needy Families (TANF) recipients.

Study group must examine impacts, impediments, federal law conflicts, permissibility, and costs of allowing child support payments to pass through to TANF recipients.

Department of the Attorney General and Department of Human Services must submit findings, recommendations, and any proposed legislation to the legislature no later than 40 days prior to the 2022 Regular Session.

Current federal law under the Deficit Reduction Act of 2005 allows a portion of child support debt to pass through to custodial parents, but Hawaii's child support case management system is not designed to disburse payments by TANF household.
