Establishes the Public Service Office Hours Task Force to study and develop a plan reducing the number of public employees commuting during peak traffic congestion hours in Hawaii.

Task force membership includes the governor, chief justice of the supreme court, comptroller (serving as chairperson), Hawaii health systems corporation CEO, superintendent of education, University of Hawaii system president, and the mayor of each county.

Task force administratively attached to the department of accounting and general services and must submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2021 regular session convening.

Task force members serve without compensation but receive reimbursement for necessary expenses including travel; must hold no fewer than two meetings before the 2021 regular session and dissolves upon report submission.

Appropriates unspecified general revenue funds for fiscal year 2020-2021 to support task force operations; effective date is July 1, 2050.
