Establishes a five-year pilot project to strengthen state and county responses to domestic violence by amending offense penalties and increasing offender accountability.

Creates a petty misdemeanor offense for intentionally or knowingly striking, shoving, kicking, or otherwise touching a family or household member in an offensive manner, with penalties set by sections 706-640 and 706-663.

Allows defendants charged with petty misdemeanor or misdemeanor abuse offenses to enter a deferred acceptance of guilty plea or no contest plea if they have no prior conviction or prior deferred acceptance within the previous five years.

Permits courts to amend sentences to maximum incarceration and set aside deferred pleas if defendants fail to complete court-ordered domestic violence intervention programs or parenting classes without good cause.

Requires the judiciary to submit annual reports to the legislature by 2021, 2022, 2023, 2024, and 2025 detailing the number of domestic violence cases filed, case outcomes, and completion rates of intervention programs.
