HB 2071 Summary

• Requires the office of the legislative analyst to prepare fiscal impact statements for bills before either house passes them on third reading, effective with the 2021 regular session.

• Fiscal impact statements must include fiscal impact projections for current and two succeeding fiscal years, funding sources, new positions required, analysis methodology, and affected state agencies.

• Exempts general appropriations bills and supplemental appropriations bills from fiscal impact statement requirements, except for measures concerning programs wholly or partially funded by federal moneys.

• Requires fiscal impact statements on federal-funded programs to reflect immediate and long-range fiscal effects, duration of federal funding, and probable state funds needed for program continuation.

• Appropriates funds to the office of the legislative analyst for fiscal year 2020-2021 to implement this Act, effective July 1, 2020.
