H.B. 2072 Summary

• Adds definition of "authorized drivers" as drivers with valid license who receive verbal or written consent from vehicle owner to operate the vehicle without owner present.

• Requires tow companies to unhook a vehicle at no charge if the owner or an authorized driver appears on scene while vehicle is being hooked up or already hooked to tow truck.

• Modifies Hawaii Revised Statutes Section 290-11 to extend unhooking requirement to authorized drivers, not just vehicle owners.

• Applies to private and public property towing situations where vehicles are left unattended without authorization.

• Effective upon approval.
