Establishes an exemption from zoning ordinances allowing property owners to lease yard or driveway space for temporary residential purposes, enabling individuals to camp in temporary structures or recreational vehicles on the property.

Exemption does not apply if the lease would violate health or safety regulations, private agreements, covenants, or easements.

Exemption does not apply to lands subject to seasonal, periodic, or occasional flooding as defined by the Federal Flood Insurance Act of 1956 (Public Law 1016).

Takes effect on July 1, 2020.

Addresses Hawaii's affordable housing shortage by providing a temporary solution to homelessness, with the state's homeless population estimated between 6,448 to 12,000 people on any given night.
