Establishes the position of chief entrepreneurial advisor to the governor, to be filled by a qualified local entrepreneur appointed without regard to civil service requirements and serving at the governor's pleasure.

Chief entrepreneurial advisor receives compensation of $1 per year.

Advisor shall meet regularly with the small business community, facilitate contacts between businesses and state agencies, encourage networking between Hawaii and international businesses, and regularly inform the governor on small business development.

Chief entrepreneurial advisor may request assistance from any state agency needed to perform their duties.

Advisor's opinions and services are considered facilitative in nature and the advisor shall not be held liable for adverse consequences from any advice given or activities conducted.

Effective date: July 1, 2020.
