Exempts private residences that have not been entered or nominated for entry onto the Hawaii register of historic places from the definition of "historic property" under Hawaii Revised Statutes Chapter 6E, regardless of age.

Clarifies that private residences not on the Hawaii register of historic places are not subject to Department of Land and Natural Resources review requirements, even if they are over 50 years old.

Adds new subsection (f) to Section 6E-10 stating nothing in the section requires department review for projects on private residences not registered or nominated for registration as historic properties.

Addresses concern that approximately 40 percent of private residences on Oahu were built in 1969 or earlier, causing lengthy permit delays under current historic preservation review processes.

Takes effect July 1, 2020.
