Repeals the decriminalization of marijuana possession of three grams or less, reclassifying such possession as a petty misdemeanor instead of a violation.

Removes the $130 fine that was previously the sole penalty for possessing three grams or less of marijuana.

Eliminates automatic expungement provisions for marijuana possession convictions under three grams.

Cites public health and safety concerns including impacts on youth brain development, impaired driving risks, and increased vehicle collisions in states with legalized marijuana.

Takes effect upon approval of the Governor.
