Establishes a working group within the Department of Education to create a state plan making FAFSA completion or an opt-out waiver a statewide graduation requirement by the 2022-2023 school year.

Working group comprises 16 members including legislators, education officials, University of Hawaii representatives, school administrators, charter school and nonprofit representatives, and business and philanthropic community members.

Working group must consider implementation resources, opt-out processes, regional pilot programs, college enrollment support, family privacy protections for undocumented families, and other necessary issues.

Working group shall submit findings and recommendations to the legislature, superintendent of education, and complex area superintendents no later than 20 days before the 2021 regular legislative session.

Appropriates funds from general revenues for fiscal year 2020-2021 to cover working group expenses; Act takes effect July 1, 2050.
