• Establishes "Kelii's Law" requiring the Department of Human Services to create a program providing home- and community-based services to at-risk individuals with intellectual or developmental disabilities upon Centers for Medicare and Medicaid Services approval.

• Eligible participants must have an intellectual or developmental disability, be assessed as at-risk of deteriorating to institutional care level, be ineligible for other Medicaid waiver programs, and reside in their own home or community shelter (excluding care facilities).

• Requires annual reassessment of eligibility to determine whether ongoing services remain medically necessary.

• Mandates the Department of Human Services seek Centers for Medicare and Medicaid Services approval for Medicaid coverage of the program services no later than June 30, 2021.
