Requires an advisory (non-binding) referendum on recreational cannabis legalization to be placed on the 2020 general election ballot in Hawaii.

Ballot question to ask: "Shall the State of Hawaii allow the sale and use of recreational cannabis in the State?" with YES or NO voting options.

Chief election officer must publish notice of the referendum and descriptive information about recreational cannabis in a newspaper of general circulation at least 30 days before the election, with copies available at public libraries and county clerk offices.

Chief election officer must report referendum results to the legislature no less than 20 days before the 2021 regular session convenes.

Act takes effect upon approval.
