Requires the Department of Human Services to establish a pilot visitation and family resource center at Waiawa correctional facility on Oahu, beginning August 1, 2020, in cooperation with the Department of Public Safety and community stakeholders.

Center shall be operated by a nonprofit organization and staffed with trauma-informed professionals to serve as liaisons for families affected by incarceration, with services including child education on parental incarceration, prison policy information, community resource connections, and support for parent-child relationships.

Directs a working group led by the Department of Human Services to continue addressing visitation and support needs of children and families of incarcerated individuals, with a report due to the legislature no later than twenty days before the 2021 regular session.

Appropriates funds from general revenues to the Department of Human Services and Department of Public Safety for fiscal year 2020-2021 to establish and operate the pilot center (specific amounts left blank in the bill).

Bill takes effect on December 31, 2059.
