Requires the office of the lieutenant governor to convene a working group to examine the feasibility of establishing a kauhale pilot program to provide shelter and services to homeless individuals in Hawaii.

Working group shall include the governor's coordinator on homelessness, lieutenant governor, attorney general, executive directors of Honolulu's office of housing, Hawaii public housing authority, and Hawaii housing finance and development corporation.

Kauhale pilot program must consist of tiny homes priced at no more than $25,000 per unit with common areas, shared facilities, and services including medical and social support and transportation for chronically homeless individuals receiving substance abuse treatment.

Designated agencies shall identify at least six kauhale sites on Oahu and at least one site each on Hawaii, Kauai, and Maui on public or private lands, with exemptions from state procurement law and county permitting ordinances.

Working group shall submit findings and recommendations to the legislature no later than twenty days before the 2021 regular legislative session; bill takes effect December 31, 2059.
