Requires the Department of Health to evaluate asbestos exposure in single family residences in Hawaii and determine the number of residential asbestos exposure incidences in the State.

Directs the Department of Health to submit a report of findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2021.

Provides background that asbestos was used in building materials for fire retardant and sound proofing properties but poses serious health risks, including asbestosis from microscopic fibers lodging in lung tissue.

Notes that friable asbestos (such as popcorn ceiling texturing and sheet vinyl flooring backing) is particularly harmful as it can be released into the air by disturbance.

Takes effect on July 1, 2050.
