Establishes a three-year homeless employment grant program administered by the Department of Human Services that provides temporary jobs in public service to homeless individuals

Program shall seek out homeless individuals across one or more islands, with priority focus on those who have not yet received services, and connect participants with work opportunities and service providers

Participants receive hourly wages funded by the grant program; the State provides transportation to shelters at end of work day when appropriate; participants are not considered State employees

Department of Human Services shall contract with a qualified service provider to administer the program; contracts are exempt from Hawaii procurement law (chapters 103D and 103F) and shall not extend beyond June 30, 2023

Department must submit reports to the legislature by twenty days before the 2021 regular session on program progress and findings, and on the effectiveness of existing homeless youth and young adult employment programs within the department
