Legislative Reference Bureau shall conduct a feasibility study on implementing audiovisual technology in both chambers of the legislature.

Study shall examine types of audiovisual technology available for neighbor island residents to testify, installation and operating costs, staffing needs and costs, and implementation timeline.

Legislative Reference Bureau must submit findings, recommendations, and any proposed legislation to the legislature by December 1, 2019.

Appropriation made from general revenues of the State of Hawaii for fiscal year 2019-2020 to fund the study (specific amount not specified in bill text).

Legislative Reference Bureau may contract consultant services with appropriated funds, exempt from Hawaii Revised Statutes chapter 103D.
