Amends section 84-14 of Hawaii Revised Statutes to include legislators in the conflicts of interest provisions previously applied only to employees.

Prohibits legislators from taking official action directly affecting a business or undertaking in which they have a substantial financial interest, or in which they serve as legal counsel, advisor, consultant, or representative.

Prohibits legislators from acquiring financial interests in any business or undertaking they have reason to believe may be directly involved in official action they will take.

Clarifies that the conflicts of interest law does not prohibit legislators from introducing bills and resolutions, serving on committees, making statements, or taking action in the exercise of their legislative functions.

Effective January 1, 2050.
