Creates new offense of "promoting the prostitution of a minor" as a class B felony, making it illegal for a parent, guardian, or person with custody of a minor to offer or agree to allow another person to engage in sexual conduct with that minor for consideration.

Expands electronic enticement of a child statutes (§707-756 and §707-757) to include communication with someone who represents themselves as having control or custody of a minor, in addition to existing prohibitions on communication with minors or their representatives.

Adds promoting prostitution of a minor to the definition of "sexual offense" under §846E-1, making it subject to sex offender registration and related requirements.

Effective date is July 1, 2020.
