Establishes automatic voter preregistration and registration for public school and charter school students who are at least 16 years old, beginning January 1, 2021, with an opt-out option.

Requires the superintendent of education to provide voter affidavits to public school students and authorizers to provide them to charter school students between January 1-31 each year.

Permits schools to transmit completed voter affidavits to county clerks but prohibits schools from maintaining, scanning, reviewing, or copying the affidavits or transmitting student information from education databases.

Directs county clerks to determine if applicants are already preregistered or registered in the general county register.

Authorizes the Department of Education board and state public charter school commission to adopt policies in consultation with the office of elections to facilitate student voter registration.
