Appropriates funds from general revenues to support three programs of the Hawaii Technology Development Corporation for fiscal year 2020-2021: the small business innovation research program, the manufacturing assistance program, and the excelerator program.

Designates the Hawaii Technology Development Corporation as the agency responsible for expending the appropriated funds for these programs.

Finds that the Hawaii Technology Development Corporation is a key state agency supporting the State's manufacturing industry and that manufacturing is critical to Hawaii's economy.

Takes effect on July 1, 2112.
