Requires motor vehicles to display lighted headlamps when visibility is less than 500 feet, in addition to the existing requirement for 30 minutes after sunset until 30 minutes before sunrise.

Expands headlamp requirements to include electric foot scooters alongside motorcycles, motor scooters, and motorized bicycles.

Modifies section 291-29 to require lights for other vehicles during the time and circumstances specified in section 291-25, rather than only during sunset to sunrise periods.

Updates section 291-32 to prohibit operation of motor vehicles without proper lighting during specified times and circumstances, including low visibility conditions.

Becomes effective upon approval.
