HB2155 Summary

• Requires all residential and commercial solid waste in Hawaii to be separated by source into green waste, compostable, recyclable, and trash containers for processing at appropriate facilities

• Mandates each county provide appropriately sized and color-coded containers to residential and commercial properties to facilitate waste diversion

• Establishes an 80 percent waste stream reduction goal by 2030 (in addition to existing 25 percent by 1995 and 50 percent by 2000 goals)

• Requires each county to submit a revised integrated solid waste management plan to the office of solid waste management by January 1, 2021

• Appropriates funds from general revenues to Hawaii, Kauai, Maui, and Honolulu counties to assist with implementation of solid waste management programs in fiscal year 2020-2021
