Establishes a state tree nursery special fund within the state treasury to be administered by the Department of Land and Natural Resources.

Requires special fund moneys to expand plant stocks to include native tree and plant species beneficial for agricultural productivity and soil health, identified by Native Hawaiian groups.

Directs special fund moneys toward renovating equipment and facilities of the state tree nursery to increase capacity for providing clean planting materials for public projects.

Directs special fund moneys toward public outreach and education on benefits of trees and plants for soil health and appropriate agricultural uses.

Appropriates unspecified amounts from general revenues for fiscal year 2020-2021 to fund the special fund, effective July 1, 2050.
