H.B. 2169 Summary

• Transfers the candidate advisory council for the University of Hawaii Board of Regents from the University of Hawaii to the office of the governor.

• Reduces council membership from seven voting members to at least three members appointed by the governor, with one member from a list of three names submitted by the president of the senate and one member from a list of three names submitted by the speaker of the house of representatives.

• Expands the council's duties to actively solicit and accept recommendations for potential candidates from third parties in addition to direct applications.

• Removes the requirement that the council present a minimum of three candidates for each vacant board seat and eliminates specific timelines for initiating recruitment (previously within 60 days of vacancy or at least 120 days prior to term expiration).

• Allows the governor to recommend reappointment of current board members without requiring active solicitation of other candidates; effective July 1, 2050 and repealed June 30, 2024.
