Requires the Department of Land and Natural Resources to conduct shoreline remediation at the Sand Island state recreation area, including removal of concrete, metal debris, and garbage along the shoreline.

Appropriates funds from general revenues for fiscal year 2020-2021 to the Department of Land and Natural Resources for shoreline remediation purposes (specific dollar amount not filled in bill).

Addresses underutilization of the Sand Island state recreation area by removing health and safety hazards from debris that poses injury risks to visitors.

Takes effect on July 1, 2050.
